help creating flash files

quick question thats probably been asked a ton of times. (sorry, not that much time to use the internet.)

are there any free programs that are able to create the visual portion for the menus and code them?

I think Sothink SWF Quicker has been mentioned once or twice in this forum

it's not free though.
i've tried using a couple other programs but they usually need you to use adobe flash/flex
