    Yes ofc. Just model a 2D plane (for your decal) and assign a new material to it.
    The 2D plane can be merged with the rest of your 3D mesh if you want to. As long as they are in two separate materials it's perfectly fine.

    you mean in 3d program, not udk?
    in XSI/Softimage you can add some "local" texture projections and move scale and rotate them around
    to be able to see them you will have to play with materials - using differrent blending nodes and mixers and setting different UV/texture projections for each of your texture in material
    (I guess you can do the same in most other 3d apps but I don't know how as I don't use them)

    Decals on static meshes

    Is it possible to add decals to static mesh while modeling it ?
    I.e one sub-material fro static mesh and another for decals, in this way I don't have to place decal in editor, just do it while modeling particular mesh.
