anyway I thought non-static meshes (ie, actors) 's cloth doesn't react to wind. how would you go about doing this for a character's cape for example?

I have the same question: can you move the force on the fly during the game? If so, how I've tried and I can't get it to move.

    I would agree with Graylord.

Program the force to change from positive to negative values over time.

I had a quick question on that:

Is it possible to move the force dynamically during gameplay?

I.E. The force that moves the kelp can be rotated around the kelp, constantly pushing against the plant from different angles.

    Thanks!

Upward wind might work, but realistically the current moves the plants in more of a side to side motion. Unless your characters are going to interact with it why not just animate it.
Then you can use a kismet and matinee to set the force to vary between negative and positive.

Anyway, what you could do is use cloth and upwards wind.

Waterproof coat is best option for work into water. without damage your skin. Waterproofing coat will help to preserve its quality, workmanship and value. When you waterproof something, you are providing a barrier that water cannot penetrate. .
