ok i have a scene that is under water what i would like to do is make my Kelp and other plants dance around and wave and do all sorts of things that under water plants do. so for the kelp and long ribbon like plants i decided maybe cloth would be best. now i have a problem with the kelp working under water like it should. anyone have any ideas how i would get this to work properly?

Can you add water currents in water volumes? If your plants are cloth based then you will need something to "Move" them. Upward wind might work, but realistically the current moves the plants in more of a side to side motion. Unless your characters are going to interact with it why not just animate it.

I would agree with Graylord.
Program the force to change from positive to negative values over time.
I had a quick question on that:
Is it possible to move the force dynamically during gameplay?
I.E. The force that moves the kelp can be rotated around the kelp, constantly pushing against the plant from different angles.
Thanks!

anyway I thought non-static meshes (ie, actors) 's cloth doesn't react to wind. how would you go about doing this for a character's cape for example?
