The lastest xsi mod tool work fine with characters and animations.
I don't know for blender with animation and UDK.

      XSI download : http://www.moddb.com/downloads/autod...ge-mod-tool-75
(If you choose xsi, rather take an older version, it (the 6.01) can import. obj, not 7.5 > http://www.moddb.com/downloads/xsi-mod-tool-601)
      Blender download : http://www.blender.org/download/get-blender/

Take a look at the gallery on the Blender website. Blender can create objects and scenes as complex, as you want. Blender's interface is a bit...difficult to learn, but it's extremely powerful.

Blender is the best free modeling and animation tool which i found until now. But it´s a bit buggy and I did not figure out how to import my animations to udk yet. (It does always crash ?!) but other people did import animations from blender to udk so i think it´s possible.

blender CAN be as good as max,and maya, but it has many difficulties and bugs, especially when importing different formats.

Truespace is another alternative if you can find the right pipeline to export it to Unreal.
