Could this then be applied to a static mesh which can then be projected along a loftsplinecurve?

imo not really a useful video - it uses a 4k texture (4196 by 4196 px according to the author - the right dims would be 4096 by 4096) for a single decal with a straight part of a road.
Not sure how well UDK can handle decals , but in some other game engines you can use many , also you don't have to use 4k texture for each, you could get a really nice result with 2k texture and if you want some curves then you can make more than 1 decal and put them together nicely.
