    skeletal Collision

I know static mesh is around 65,000 polys and so many verts for the limit supporting collision. This is the second skeletal model of around 45000-46000 polys. Too high? Or what other issues can be causing it? I added the per poly collision...There is many chunks it says! 18

The chunks have nothing to do with vert count. That's bone influences. How many bones are in the mesh? Each chunk is a set of 75 bones that are influencing the verts, so if you have a bunch of chunks it sounds like you are using a skeleton with hundreds or potentially thousands of bones. Every chunk is an extra render pass on the character which is a hit on performance.

Ya, I did some reading on that part, they can be torn off, like an arm or whatever..........Anyways I tested it and my modeled used was around 21000 poly's before it cuts out and cannot use the per poly..........

Is there a reason why you need this much per-poly collision? And on a skeletal mesh?
