I read few docs from Naughty Dog on last GDC, and some things pushed me into right direction...

one cool thing - scrolled texture in bias, for DepthBiasedAlpha, that they use for fire particles.

as I see, in UDK it's will be

and you will get awesome fire particles material.

next thing is a fake lit particles, with WorldPosition projection

it can be scaled or offset with correspond variables in shader.
