Scripting Engine Access?

Is there any way to either access the scripting engine or find an alternative with kismet? Things I want to do include

-Decreasing the player's running speed
-Alter the controls and behaviors exhibited by pressing certain keys.
Ex:

Jump (space) = Action button/Select
Mouse controls = Disabled
Num8 = Forward
Num4 = Turn Left
Num6 = Turn Right
Num2 = Back
Etc.

Basicly turning one game into another just to say I can.

The Controls I am not sure about - There might be a certain ini file where you can alter them

as for the player speed you can alter that via Unreal Script

This Unreal Script that you speak of. Is that a dedicated programming language or are we speaking of Kismet? I don't know much about Unreal script

Not so much of what is it (I could go to Wikipedia for that), but how do I access it? I do have a beginner's knowledge of C++ and if it's a dedicated programming language, it should be similar. Do I have to download it seperately? If so, how to I combine it with my level(s)?
