Should I go to a 32 bit version?

You may need to download an older version of UDK then. Sometimes newer versions have been known to create bugs within the program.

Also, could you try creating a large steam/particle pattern, and just adjusting the size/timing using Kismet?

UDK crashes every time I try to open Night and Day

You could have a look into the Day and Night map included with UDK.. It has rain.

Those tutorials aren't really helping do you know of any that are up to date as of the november edition?

Fog is included in the UDK as a placeable class. This and other tuts can be found on UDK Central. You might want to bookmark it.

Does any one have anyways of creating rain and fog and care to tell me I have looked around the World wide Web and I found no good tutorials, so if anyone can help or direct me that would be helpful thankyou!
