Does any one have anyways of creating rain and fog and care to tell me I have looked around the World wide Web and I found no good tutorials, so if anyone can help or direct me that would be helpful thankyou!

Fog is included in the UDK as a placeable class.
This

You could have a look into the Day and Night map included with UDK.. It has rain.

You may need to download an older version of UDK then. Sometimes newer versions have been known to create bugs within the program.
Also, could you try creating a large steam/particle pattern, and just adjusting the size/timing using Kismet?
