UI Scene creation in newer versions

How are UI Scenes created now? Right clicking in the content browser doesn't offer the option to create a new UI Scene.

They have been removed. Either use an old version to create UIScenes, code the menus in UnrealScript Canvas or learn Scaleform GFx (the system which replaced UIScenes).
