how do you turn a static mesh's material off and on, so its like the light is going off and can be turned on by a switch.

Do you mean an actual Light ? or the Actual Material ? To Change the Actual Texture you can use a MaterialTrigger. If you are talking about an actual light, Static meshes can Give off light just like regular lights. I am not sure exactly what you are trying to do.
