it appears that when you export a skeletal mesh from blender using fbx it somehow messes up the scale.
Making the physical model bigger or even adjusting the various different scale settings has no effect. It would seem from reading around that this is a known issue and that in certain previous versions this was not a problem.

Is this an issue with blender or UDK?
If this is a known issue is someone resolving it? Will there be an update?
If its just blender is there not a way to just use an older versions plugin?
What versions of blender or UDK did not have these issues?
