It has been known for a while, but sadly there was no response or remedy forthcoming.

The nature of both problems is the same, even if they happen in different game modes: Skillshot Challenges and Skillshot Promotions that simply cannot be performed.

In short:

Ultimate Echoes:
Problem: Promotion Skillshots that cannot be performed because of restrictions in the game (enemies, level design, no ammo).
Solution: Someone needs to go through the Promotions list and adjust the available Promotion shots to the levels, even to certain parts of the levels (Fireworks in places with low ceilings, for example), and integrate a "no-ammo" exclusion function, and a "this shot is not possible on this type of enemy" exclusion function.

Anarchy:
Problem: Skillshot Challenge: "Team Mercy" cannot be performed because the enemy type does not support the skillshot (Mercy on Creeps and Snipers).
Solution: Someone needs to go through the Anarchy Levels and take out the Team Mercy Challenge from the waves that have no Mercy-able enemies.


Ultimate Echoes at length:

The introduction of Ultimate Echoes brought the Skill-Shot Promotions, which is basically a Skillshot Challenge like the Team Challenges in Anarchy. Do the shot in a certain number of tries and you get huge point bonuses. The Promotions are weapon specific, but, sadly, the promoted shots are totally arbitrary and do not take into account the level setup, the available number or type of enemies or the current ammo/charged ammo of the player.

As examples:
On Ultimate Jumpship, with equipped weapons PMC, Screamer and Boneduster, you frequently get these promotions:
Mercy: Impossible, because the Final Echoes cannot be shot in the crotch.
Gag-Reflex: Same as Mercy, the guys just die after a while or from a headshot, but since they have armor on, they cannot be shot in the throat.
One-Hit-Wonder: Impossible, since it takes at least TWO headshots with the Screamer to kill a Final Echo, and OHW means killing with the first shot (no kicking allowed, either).
On Ultimate Storm, you frequently get Fireworks in the first half of the level, where there are only low-ceilings and absolutely no chance to elevate anyone with the flare for more than ten feet.

Unrelated to the level, in all of the Promotion Echoes you constantly get Promotions you cannot do anymore because you're out of ammo/charged ammo with no way to restock (again, Jumpship is standing out like a sore thumb).

The Promotions are very nice and quite challenging, but they turn into a frustrating act of wanton cruelty when a very good run is ruined by a Skillshot you simply cannot perform; not because you lack the skill, but because you lack the means/opportunities/possibilities.
