No, I think that's a bad idea. Many FPS incorporate that idea and that causes imbalance. Imagine someone isn't that good at the game or doesn't play it that often, then there are some players who play it often and who are good at it. There is already a skill gap due to their skills or the time they spent into getting that good, now let's add permanent leveling with its "profits":
The skillgap will become much bigger and the good players with good weapons, upgrades and leash will just steal all kills in Anarchy. As if that was not the problem in the current Anarchy gametype, this would completely wreck the teamplay.
Permanent leveling would make people want to become better, no matter how, many games just underline this thesis, then they would just try to kill as many enemies with as many skillshots as possible, ignoring team tasks, after all it's about getting as much kills as possible and being the best in the round, which will bore players and make them leave.
And now there is a risk that this can become a habit. That means, that those who did that will just keep going, they got used to that way of playing, even if they reach the highest possible level and there goes teamwork. A newcomer pops in and sees all those powered guys walking around stealing all frags and ignoring team tasks and stops playing Anarchy and the online community will die out as these good players will probably get bored due to lack of players too - sooner or later...
I'm completely against it.
Other than that I like the challenge of leveling up every new Anarchy match and trying to use the variety of weapons. And when you are completely unpowered, it's a bit more challenging - which I like. Later you need better upgrades of course as the enemies will become harder and waves full of minibosses will arrive.
