You create objects called Bones, these are like the bones in your body and they create movement for specific areas of the mesh. Weighting is where you set the influence of a bone over a vertex---so a weight of 1.0 would mean that bone has complete control over a vertex, but say like on a joint like the knee you would have the influence of the two bones there to be blurred, that would create vertices that have various weight to those two bones.
So weighting is attaching the mesh to the bones and setting up how the bones influence the vertices.
Yeah i Created skeletal meshes and stuff , but i never understood this weird concept that it happends that it's needed to create a gore system

Also, as an example, if you have a human model that is rigged, if a vert is weighted with a 100% influence on a bone in the arm that gets raised, it will move, relative to that bone, the same distance up. If that same vert is weighted with 50% influence to the arm bone and 50% to the foot bone, and the arm goes up while the foot remains in place, that vert will only go partially up because it's being pulled up by the arm AND down by the foot.

Im using 3dsmax and i used the wieght table ,its good engooh : P what other stuff is there to weight?
