DLC issues after license transfer to new console

Hello,

When the season pass was released I was miss informed by Microsoft and told that each player on a single console had to purchase the DLC to use it. Irritating but no big deal. I just purchased a second console because my son and I are tired of playing split screen and he is starting to record game play so I figured I would make use of the double season pass. I purchased the 4gb console with the sole intention of playing Gears 3 not realizing the DLC is too large to fit on the internal memory. I performed a license transfer on my season pass, recalled my gamertag and proceeded to download the DLC packs. once I got to RAAM's Shadow I ran out of room and tried moving the rest to an 8gb usb drive. Most of the DLC didn't work (only had Azura, Blood drive and Rustlung) and received a "season pass downloadable content could not be read. I Went to gamestop and picked up a used 20gb old style hard drive, removed it from the case and installed it in my new console. Tried "Moving" the content to the new hard drive, cleared the cache, downloaded the update and same results. At the menu I got an error that the Nature MP is unreadable. I've deleted and reinstalled all of the DLC with little change. As I've erased and downloaded the error for different downloads has changed but seems to be stuck on Nature MP even though I've deleted and downloaded it twice.

Online it works fine content and all
Offline i have the following occurring:
The Forced of nature playlist is visible and all of the weapon skins are listed in the skins achievements, but no maps or characters.
The only extra maps I have are Azura, Blood Drive and Rustlung
The only extra COG characters I noticed are Dizzy, Bernie, Onyx Guard (forgot to check Locust)
Raam's Shadow is missing all together - just the coming soon is there. No maps or characters.
The following achievement icons I have completed are replaced by a red and black omen icon :Stockpiled,Witty Repairtee (spelling?), Force Multiplier, Time to Re Up, Finger of Doom, Ghosts From the Past and Some Friendly Competition.

What have I missed?

If you have already followed all the steps of a license transfer (seems like you have) your best bet is to call Microsoft at 1-800-4MY-XBOX

I had checked the Xbox site originally about doing the license transfer and it said to follow the on screen steps. when I performed the license transfer it didn't really give any steps other than to agree to the transfer. It seems to have worked because when I click on it now it says cant perform again until December.

AS for calling Microsoft..............total crap shoot as to who you get on the phone.
