On Magic Titan Break +1 dual gem

Hey guys-
So I've stated previously that the best dual gem is the On Magic titan break +1. What it basically does is that when you activate a magic spell in a round, you get one extra titan break.
What is really bugging me, though, is that the effects don't stack. The gem costs $250,000 but only gives you a CONDITIONAL +1 titan break, even though a regular titan break +1 gem costs only $25,000. You only get 1 extra hit per break after magic; subsequent magic does NOTHING to improve your hit count.
Anybody else think this isn't fair?

I would have thought the effects would stack if it cost that much more than Titan break, but was much worse. I guess it's just for people who want Titan break but only have space for it as a dual gem.
