Looking for programmer(minimap)

Hello!I almost finished the game but i need a man who can create/code minimap/radar(that will follow player) similar like this:

I don't know if it need scaleform or canvas
I know that Scaleform eats many Ram.... so can it possible to create this radar using canvas???Who can do it?
