Gears 3 is holding my Hard Drive hostage

Deleted RAAM's Shadow to make space for my Hard Drive.
I play Guardian and it tells me that I'm missing content. This doesn't make sense on the account that I have Forces of Nature. No way that RAAM's Shadow could have anything to do with Forces of Nature.
Whatever.
So along with the message, it ask me if I want to download the content that I'm somehow missing.
What is it?
Booster Map Pack.
Which I already have. Whatever, I redownload it.
Can I play Guardian now?
NO.
What am I missing now?

I'm not going to sit here and redownload everything that I already have on my HDD. This shouldn't be a problem to begin with. One simple content deletion shouldn't come down to this, especially when it has nothing to do with the other content that I'm trying to access.
So I redownload RAAM's Shadow and guess what? I'm able to play Guardian again.

I have to have all the DLC content on my HDD in order to play Gears of War 3.

WHY?!
