A question regarding spectator mode

Hi guys, new here and I have a question for you.

Back in January me and my friends were facing each other 1v1 (with all bots) and we were like 4 spectators watching.. and we had a couple of matches like these, all 1v1 and the rest of the spots filled with bots(while 3-4 of us watched)

So yesterday we decided to do it again... and for some reason, the bots don't fill the empty slots, 1v1 and there were 3 spectators... and no matter what we changed in number of bots settings, there were always 3 empty slots.

Any insight to why is that?

I'm not sure what happened the first time but it's only supposed to support 10 people in a match, bots or people and that includes spectators.
