enabling pop-ups without utgame mode...plz help

hi everybody.. i m a new user of udk... i want to develop a virtual tour of my campus. as it is a tour and not a game so i do not want a gun man in my tour, so i cannot enable utgame or such modes and as a result i m not able to use the play announcement feature in kismet, as it is not supported in all the modes.
plz help me with this... i want pop-ups while an individual is going through the tour.
