It downloads at 0.1, 0.2 etc... I did not really leave it further as it's more than a minute per iteration. If I leave it overnight it does eventually download.
If I set AllowDownloads to false then I get an error that the file is not found. Yet if I look at my apache logs, I see no attempt to even look for the file.

Which paths is it talking about?
My redirect is http://redirect.ut3.uovalor.com/redirect/. I read somewhere that it has to be in a folder called redirect so I did that, but still does not work. I also ensured to have the trailling slash in the ini file.
