    Can I download the latest TU to my PC and install it to m 360 Via thumb drive?

    As far as I know, no. Title updates are stored in the 360's cache and are only downloaded when you're connected to Live. I don't know of any other way to get them.

    I know you can get Updates for the dashboard through a Flash Drive.

    Game updates...I don't know.

    You CAN however the process requires you to download various programs.
    Know the process because of my Weapon stats file - had to do the reverse (Get the title update OFF my Flashdrive).
