Can't install UDK

My friend seems to be having a problem installing UDK.

When he tries to, he describes it as if "it's trying to install and uninstall at the same time".

He didn't have any trouble till his comp went wack, but then he fixed the computer problem, and UDK messed up. He tried going to a system restore to when he first got the computer, to no avail. He also tried deleting all of the UDK files, but now he can't install OR uninstall. The window just closes instantly.

Any help would be much appreciated.

ok, So what happens exactly, he downloads UDK, everything is fine, he then installs it, what is happening after that does it install or is it already installed ? please give details

He downloads the UDK setup file, from the official website. He has tried different dates to run it, yet when he runs the file, the installer opens then closes instantly. He had it installed before, and it worked fine, then after a while it would not allow him to build his map, so he tried to reinstall, and it didn't work. He then deleted all of the UDK files so that he could do a clean install, which now he cannot install at all.

does he have any registry problems in his pc ? that's a really weird issue i hope a mod replies here,

Its a net framework or directx problem by the sounds of it..Or the PC isn't powerful enough..............Without posting the PC stats or any details at all its impossible for anyone to help!
Is the PC fully up to date with service packs and updates, what OS etc.
Without this info its like asking why the sky is blue in the morning and black at night!
