I have never had my smokes spin except in private matches.

So my personal conclusion is if you're on a server, your smokes will not spin.

I've been in games where I joined in while people were there and ended up the only one there and my smoke would not spin.

I have also been the host of P2P games and it does spin when you host.

Any grenade will spin if you're the host, P2P connection. Hmm... I never thought about trying this... It's funny, in G2 I would throw my smoke at the beginning of the round to check if I was host.
