I know that the newer map pack just came out but i forgot to download fenix rising pack with my season pass, is there anyway i can download this using my season pass without paying the 800MSP???

It should say new season pass downloadable content in the main menu. but did you ever download it?

No, it doesn't come up because Dlc pack 4 came out, so it was probably coded to only pop up if that dlc pack was not downloaded, i never downloaded it but i should be able to seems i still have the season pass

I wonder if you can check the marketplace and see if it allows you to DL it from there. Try checking marketplace then let us know what happens.
EDIT: If it says it's going to cost you MS points don't do it, I'm just curious what the marketplace says

try deleting all your dlc and re dl season pass. it may help.
