First thing: USE THE EDIT BUTTON!
Unnecessary double posting is frowned upon.

Second thing: if you release something, keep to this format:

Something else: Always put all necessary files into a separate download link or package them with your work as it is not always easy to find them (e.g. I had a hard time finding u1pawns and placeable weps once).

Screenshots are always "necessary" for maps, characters, monsters and assets as people want to know what they download. Otherwise they won't bother much and don't "waste" their time downloading it - even though something might be good. They can't tell if they will at least like it visually if they can't see it.

Ya know for a while there I thought this was Monster Hunter maps.

Also, I haven't finished downloading all of the maps, but the first two are missing texture packages(e.g. they're trying to find particular texture packages), not sure of the others

You must upload it at a image hosting site, e.g. www.imageshack.us
But be sure to upload *.jpg files as they load faster/are smaller and have just a little quality loss and do not forget to set the image size in the box to "do not resize".
When you have the link to your picture, view it (click on it with your right mouse button and go to show picture or whatever it's called in English) and copy the direct link and put it in between SHOT tags. SHOT tags look like this:
    [SHOT]*paste your direct link here*[/SHOT]
Here an example of how it can look like:
This Image Was Automatically Resized by using the Screenshot Tag. Click to view the full version
lol, who would have thought that a Nintendo 64 can actually look like a koala face if flipped?

    Anyways, back to topic now.
SHOT tags resize the picture to a certain size. Now if you click on it you can see it in its full size.

Something else you should do is to put your maps into an archive. They are in *.ut2 format which takes longer to download. It would be better to put all maps into one folder and archive it as a *.rar, *.zip or *.7z file (I recommend the latter as it seems to have the best compression method).
Then people won't have to download each map separately and the download time will be shorter.
It's common for a mappack that you download it in one archive or that it is split up into 2 or 3 volumes if it is too big for one single download (see CBP). I'd put the necessary files into a separate folder inside the mappack folder and of course it would be best if you would group everything e.g. maps in a folder called Maps, *.u, *.int and *.uc files in a folder called System, *.ogg files in Music, *.utx files in Textures, *.usx in StaticMeshes, etc..
This will make it much easier for "custom content newbs" (not meant offensive) to put the files into their respective folders and for those who have their installation stuffed with GBs of custom content since they would not have to check if they have to download the files or not. They'd simply download it with the maps and if Windows says there is such a file then they either overwrite it or do not include it.

    I hope I could help.

Perhaps you did not "mylevel" the custom content you used? (or did not include some texture/whatever packages)

I use some texture packages and extract them to the rars and I reimported the levels so they'll use the texture sorry if some maps I imported doesn't have every texture or lacks texture for importation anywho map importing request time I'll import whatever maps you ask for

i know what you should do: install another copy of UT2004, install your mod into it, then search for missed packages using Unreal Dependencies, collect them in one folder, sort out by extensions, archive the all and upload as ONE file

    No textures?

    Seriously?

Also, did you get individual permission to port community maps?

Small sidenote: UT99 has still a huge playerbase playing it online. At least still twice as much as UT3's playerbase iIrc.

It's a matter of respect and politeness to ask the original mapper/author if you're allowed to port his/her map and of course credit him/her in the author field of your port or in its description.

Not to sound rude or anything but

A.) You DO need to ask permission if your going to port another person's work and release it and whatnot. I mean, hell I would have already release most of the models I imported out of boredom from Oblivion/Fallout/CS but I won't because I have yet to receive any go signal from the authors that it's ok to release them.
B.) Missing textures may not be your fault, but given that your releasing said maps, I think it's kinda a given that you should, I dunno, put textures in them?

Well techincally I dont have the authors email but how about this I'll credit the author by saying thanks to the authors from creating for a good map I imported the textures so they should be up and I'll fill up missing pieces that needed textures

I like this pack, but as side-note: how about you let them know and add them to credits, I am sure that if you'll tell them politely they'd be honoured or won't be angry about it at all, it's not that hard.
