how come stuff we did in campaign offline (as in before i got live) pretty much complelty resets everthing in game except the achievments like my gamesaves and the collectibles....its just all "i spent the past month beating both gears on insane just so i can get live and HAVE to beat them AGAIN!?"

This is a problem that nobody understands, even Epic do not completely understand this problem themselves. This is why we have not see a true, proper fix as of yet and we're onto the third Gears now, the last in the trilogy.

i still have my gow 1 acheivements and have played MP.

i played my campaign offline and it just updated to Live once i connected up, not sure if this only happens randomly..?
