Required level?

Do you ave to be a certain level to get upgraded versions of items? Example being I am currently level 29, and I have rank 4 on turrets and sentries, but I can only create the second ones of each. Do I need to be level 30 to get the 3rd level ones? Thanks in advance for responses.

No. The levels are in pairs - Level 1 gives you the upgrade, level 2 gives a discount on repairs and building the upgrade.

1, 3, 5, and 7 with the specific fortification are the levels which you can upgrade them. 2, 4, 6, and 8 are all discounts on repairs.
