Yeah, I have this problem too. However, it doesn't bother me as much. I know for a fact that when I down someone that's no where near me, it has a good chance to be taken. I've come to terms with this.
However, I've found a good way to kill an enemy with the HB in one clip. Pretty much, just stop shooting when they go into the downed position, your bullets do nothing while the enemies in thie animation. Wait half a second and shoot again to kill them, usually 2-3 bullets kill a downed enemy.

If you are a support player who enjoys the role of laying down cover fire or suppressing enemies as a rifleman you have to come to term with the facts you are going to end up with a lot of assists. or me it isnt a big deal.
HB is a 5 or 6 shot down, so long as you stay on target. As for getting kills on your downs? Win some lose some.
I usually run around with the snub, and after doing some damage I'll switch to the HB and finish them off with a fresh clip. Been working great for me.
Also, thanks for the 2 shot tip. I need to try that. It's been a case of just rapid firing until empty so far and landing only about half. Im going to use the two shot method from here on and see howt hat works
If people are taking your kills... Take theirs. If that's all the advice you really want...
I mean, as far as the HB is, just get yourself an itchy trigger finger and the thing suddenly grants you god mode. Although, it still doesn't compare to the Retro/DBS in CQC.
When they go down dont rapid fire it and use it slow or you wont get the kill before reloading
i dont seem to have a problem with kill steals. It seems a lot more rare then in gears2. however i feel that if more then 1 person is shooting at the enemy, when he goes down it doesnt matter who actually gets credited the down, either play should be free game for the kill.

Don't go for actives unless you are far away. HB has THE fastest reload in the game. Just reload the moment the bar passes over the gray area and keep shooting. 3 modes of fire: steady (hold trigger), burst (hold, tap, hold, tap, etc), and rapid (tap, tap, tap, etc). First for far away or people not shooting at you, second for midrange or to get in those critical hits, and last for close range emergency use. Rapid fire from range really isn't that great, you are better off using burst fire. ADS (aka zoom) works great to peak around corners or hit exposed body parts. Keep your distance ALWAYS, because HB is not a great rushing/close range weapon.

I only use the hammerburst, honestly... and even if your kills get stolen, you still get the majority of the points for the kill anyways. The key to the hammerburst is to abuse people's constant, ravenous urge to get up close to you... those gnasher fiends running around, for example. A quick semi-auto burst pattern is very effective... stopping power will keep them held in place, so you can pelt them in the head repeatedly.
In addition to this, when you're using the hammerburst, you know for a fact that you hold ranged superiority. If someone tries to firefight you with a lancer in a one on one fight, you will almost always win if play your cards right... the hammerburst doles out enough damage to put them down quick, even moreso if you aim for the head. It's all a matter of accurate shots and practice. The more you use it, the more comfortable you get with the gun... another thing I find myself avoiding except for long-range snipey-esque combat are the iron sights... the standard sights will do just fine in almost any fight. Get in the habit of aiming for heads, and it doesn't matter what gun they've got.
