No. Some items are unlocked through achievements, past games, completing campaign, obtaining medals, or specific versus requirements. As a few examples, Prescott is unlocked by playing x amount of mathces in all 6 versus gametypes, Savage Theron Guard is unlocked by completing Beast, Gold COG Gear is unlocked by getting the Bronze War Supporter medal, Chrome Gnasher is unlocked by completing the campaign in all 3 games, etc.
