question about the "Mercy" skillshot

I was wondering what enemies you can and cannot execute mercy on, the only types I can seem to do it on are the regular skulls and skull flare gunners, but I was wondering if it could be done on a shot gunner and so on

Skulls and Fla-Gu's, nothing else. Shotgunners don't seem to mind, Creeps don't have balls, per se, Snipers are just whimpy Creeps with a leather fetish, Burnouts do have balls - but those are different, and the Echoes at the end are all wearing cups of steel.

So if you're wondering about Ultimate Echoes or Anarchy Challenges asking you to do Mercy on those dudes, sorry, game bug.
