Could you show the UVLayout? Looks like some of the isles may be a bit too close to the edge, or that the texture makes a full stop at the edge of the UV.
You would probably want to overshoot the textures a little so that it doesn't bleed information at the edges.
Edit: UDK limits textures to 1024x1024 unless you tile it, I believe. So it would be bleeding pixels into the seams.

I think I may have figured out where I am going wrong. If I zoom in the seams disappear. This is my first character in UDK so I dont know what the differences in scale are between it and 3dsmax. Seems my model is 3 times the scale it should be in UDK. I think this is a LOD thing.
Yeah, that confirms my suspicion, when you move away from the objects, mipmaps will kick in, pulling in more info from the edges of the isles.
It looks like you have painted tightly along the UV isles' edges, or trimmed away the extra.
What you need to do is paint a bit outside the lines, so that it won't drag in those white pixels.

Yo, finally got the scale right between max and udk. Going to bring down the size of the model, boost the size of the island overlap like you say and learn how LOD works and she should be good.
