how to unlock the taget?

Anyone knows here how can i unlock or move the target in the screen so i can shoot anyone in my game without moving my the camera. if this possible to kismet can you tell me how to do that. thank you.

You need to program a mouse cursor. Look in the documentation for examples. No, you can't do this in kismet.
