A level designer, designs the level.
They really put everything thats in the level.
The tasks can vary from different projects and studios. Mostly, it's planning and building levels.
On larger projects, the events of a level are planned out by the team. This plan is blocked out (whiteboxed) in game by a level designer so that everyone on the team can begin their job (programming in game play, artists buildling assets, etc). Level designers while implementing all the gameplay, cinematics, scripted things and so on often have to maintain level performance which is a huge part of the project. In companies large enough to specialize even lighting artists, then the level designers work may be specialized into only those basics of level layout, scripting, etc.
In smaller company situations, a level designer could plan the design, place assets, lighting, scripting, performance, pretty much anything that no one else is currently filling the roll of. In UDK, plenty of kismet involved in this job.
