While I like the fact that you are trying to create a large collaboration of unique Locust characters, in my opinion the Soul Killers and their backstory don't really fit right with me. The Theron Guard's Soul Killer Black armor reminds me too much of RAAM, and after RAAM's Shadow (which I respect the fact that this fanfic was made before that) I cannot accept this into my fanon lore. I think it would be badass if all of these characters were updated to fit the Gears' lore according to rank systems on Gearspedia though.
However, I have already made up my own idea for some Locust OC's that I thought of recently. It would be a squad of ultimate badass grubs like from RAAM's Shadow who have been promoted in the lieu of RAAM's lieutenant's death(s?) and if I decide that maybe he lives post Gears 1, maybe he survives to carry on RAAM's legacy.
There would be the Leader, a newly promoted Theron Elite (who wears the original Theron Elite Armor with no lights and a regular Theron helmet painted black- AKA this

Similar to RAAM's height in Gears 2 multiplayer; Not rediculously huge like the General himself, but tall enough to display authority. He would use similar equipment to the stuff you'd use in RAAM's Shadow.. Elite Gorgon pistol, Torque bow.. I imagined this particular grub would be elite enough to wield a custom Elite Sawed Off shotgun with a third barrel. I'm thinking this

He would also speak in Iambic Pentameter, as I have been reading Shakespeare in English class as of recently I feel with the Theron's hissing way of speaking it would sound incredibly sombre and scary if a Theron talked in full sentences and ended them with the usual hissing. (aka I WANT to KILL HuMAANSsss.. or something like that)
Depending on which date I want his story to be in (either before Gears 1 or after Gears 1 and before Gears 2), he may or may not use Kryll Grenades. In the event he does not use them, he'd probably just use Inks.
Alongside him (although he'd prefer it be under him) is his second in command -insert name here-. It would be an Armored Kantus that nobody knows exists because the people who've seen it before Gears 3 are already dead. It wouldn't be fully black like the ones in Gears 3 though, I imagined it would still be unarmored slightly in some parts for intimidation and fear purposes. Such as exposed blood red hands, some of those belt thingies that Skorge had attached to his head, wearing a cloak underneath the armor, and having maybe skin scrolls and finger necklaces attached to the armor. Retaining the scary feel of the Kantus when they were introduced.

The reason I chose the Armored Kantus in this instance was to sort of have him like a really high ranking priest like Skorge, symbolizing the fact that after RAAM is gone, the Kantus are quickly moving up in the Locust military hierarchy, and are taking on a more combat-ish role.
His weapons would probably be dual Boltok pistols, apparently the Armored Kantus were originally gonna use these instead of Gorgons, and since the Theron Elite is using Gorgons anyway, this would be a great oppurtunity to jump on those old ideas.
So far they're the only two I've thought of who are really big in this Locust squad, but I really wanted to have a use for RAAM's Troika Boomshot as a weapon of choice for these grub's Boomers. I was thinking they could use the Troika Boomshots along with Boomshields, but that seemed too difficult to imagine since the animations would look silly and whatnot.
They would also command a subsect of Grenadier Hunter Elites, which are already in the game, but with some inspiration from Predator I've decided that these special Hunter Elites would always have a different COG trophy on their belts as they charge into battle.Think spines with bloody skulls with Gear helmets still on. I would imagine both of these enemies would be under the command of the Theron Elite.
The reason I wanted to come up with these characters is for a story that not only involves being the rivals of my cool-ass Gear OCs, but to show that after the failures of both RAAM's lieutenants and/or RAAM himself, only the best Theron Guards are slowly being pulled back into the Hollow to defend the Queen. Some Theron Guards percieve this as punishment for such previous failures, and due to their combat support the Kantus are becoming more useful in the field to the Queen than more firepower. In my story eventually the Theron Elite would be met with the Queen to make a choice between being a Palace Guard, or staying in the field and becoming second in command to the Armored Kantus we previously talked about. This would lead to a power struggle between it and the Kantus that my squad would see happening from a distance, and in the event that the Theron survives in a death battle, he must be executed by Skorge for killing one of his priests. If he decides to go back to the Hollow..
SOO yeah. that's my big story that I've been dying to share since I created it a few days ago.
