Is there any documentation on the checksum used in the Cache.ini file? (the left of the = character? Is it an MD5 checksum? If so, what is the original data? Thanks for any help / info.

It's "PackageGUID=PackageName", nothing more and nothing less. The GUID is a unique identifier for a package that doesn't change when the package is updated in a patch. At least that's how it worked in Unreal Engine 1 and 2.
