COG becuase if the Locust won it would be a complete downer and people would not be happy.
In reality Locust would win.
I personally reckon it should be a stalemate. The COG win, but the cost is so great the human species dies out regardless. A Phyric victory on a massive scale.

I mean if the Gears of War world was true, then I am pretty sure the Locust would win. But that wouldn't make a very fun fictitious universe....
