Default Creating a Custom Gameplay Camera

I've been playing around with an idea for a 2.5D platformer to enter into MSU. I've got the design down. The problem is, I'm not a coder. Is it possible to set up a rotation-locked 3rd person camera through kismet?

Alternatively, can someone point me to some good (beginners) uScript tutorials? I know the fundamentals of coding, though my experience is limited to high level interfaces - some Python, a lot of ActionScript and MEL, that kind of stuff. A friend loaned me a copy of the Complete C++ Reference, but my head just about pops off my shoulders every time I open it.

I could try to enlist the help of a programmer, but at the moment I'd like to get a basic prototype down before I start fielding interest. I expect people tend to be a lot more interested in an idea that has some tangible form

Check out UT2D, it uses a sidescroller camera. Perhaps you could get some reference there.
