The loops would be hell. I'm working on an implementation that allows the player to move in such a manner in 3d - but it is extremely buggy.
Loops is a no-go without extra coding for the sake of one map, UT2D is more of a Beta for the camera, etc of Zeeless (or at least that's my understanding of it) so it's not likely to happen.
A graphically Sonic map will probably show up at some point though.

I think the way it worked was you switched 'layers' when you got to a certain point, so that you couldn't run straight through it. You got (I think) to the top of the loop, then it switched to the 'behind' part of the loop which would allow you to move forward properly again. Yes I love Sonic too, so this would be something amazing to see.

Lots of code. In UT3, you would have to completely re-write the player movement code for it to work. For any object.
