What exactly is a dedicated server

I have no Idea what a dedicated server is or what it does. Can someone explain plz?

Dedicated server is a ut3 instance which runs and strictly hosts a server.
A non-dedicated server is a ut3 instance which has a player actually playing (the host) & is running the server.
