Fair Duel, aka a noob job that's also useful

Allright, my first mod here.
During these days I've noticed a lot of Duel servers dominated by highly skilled player that kept humiliating noobs being always the winners and never getting queued.
This brand new GameType should solve the issue by allowing winning players to remain in the game only if they won in an even numbered round.
I hope you'll appreciate.
