Ehm wheres the Option to run a Dedicated Server?

Hello

i just bought the game and i wonder how to set up a server for multiplayer.

Im from Swiss, and when i want to play online i dont find any servers below 200 ping, and to play on that is just "the suck". and i noticed, that when i shot someone clearly in the head (with blood decals) he wont take any damage, thats very frustrating. im not bad at shooters but i cant kill a thing in multiplayer.

Sorry pal, but there is no Dedicated Server in Gears of War.

I think it's Hitbox delays like Counter-Strike.
