Understood. However, if a PC can do it locally now, wouldn't it stand to
reason that a PC based server package could (cautiously uses the word: easily)
be created for larger PC based dedicated servers to host only PS3 clients and
traffic.

Right, but what he is saying here is that your PC can run a dedicated server
for the PS3. You can't play on it from another PC (or the same PC). This
also must be something they are planning on adding in a patch, because it is
certainly not there right now. It also explains some of the server options
that the PC version doesn't seem to use (as much as I wish it would use
things like private player slots).
