If you disable DOF, then bloom, and several other post effects are removed. Is there anyway to fix this? It's like you change one thing and it causes a domino effect. The guy over at tweakguides was having several of these problems too, as he mentions how several things are removed if other settings are changed.

TEXTUREGROUP_World=(MinLODSize=256,MaxLODSize=1024 ,LODBias=1)
There are a range of TEXTUREGROUP settings here relating to different aspects of the game world, objects, lighting and shadows. Each has a MinLODSize, a MaxLODSize and LODBias which you can experiment with to alter image quality. For example, to alter the overall quality of vehicle surface reflections, find the line starting with TEXTUREGROUP_VehicleSpecular, and you can raise the MinLODSize value, or change the LODBias. In my testing unfortunately most changes seem to cause crashes.What's the deal with the config being basically "broke" where one setting changes another, etc? UT2004 you could uncompress the lighting, textures, etc. and it would make the game look outright gorgeous. Here, we have fewer settings, and the ones we do have, a good portion of them don't work.ShadowFilterQualityBias=1
This setting controls the quality of the shadow filtering used (if shadows are enabled). Higher values provide better quality at the cost of performance, but once again with testing I was unable to note any real differences in shadow quality using this setting.
(Yeah, I'm ranting, so what.)
Edit:
Apparently self-shadowing is removed as well.
