Never change any of the Base files.

yes the UTEngine.ini is the correct config file normally, but you can set the ini file to a other one by using the parameter INI=.

[IpDrv.TcpNetDriver]
.....
NetServerMaxTickRate=30
LanServerMaxTickRate=35
.....

Actually, no. The INI= parameter isn't available in UT3. There are now -Engineini= and -Gameini= parameters now.

But, let's not confuse things. Broose, just edit your UTEngine.ini file.
