thats kinda it , but only works for textures.
is it impossible for the meshes/models?
I have only tried it for textures, but I don't see any reason it shouldn't work for smeshes within a package. Make sure you have the correct check box marked so you can select appropriately.
If it doesn't work, someone else will have to post.
Edit: Static meshes work. I might be something you are doing wrong still?

what method do u use to extract the textures?

You have type it in exactly including the quotes and leaving out the first filename extension.
obj savepackage package="CH_IronGuard_Male" file="CH_IronGuard_Male.upk"
The difference from the example is that I used a different package from CH_IronGuard_Male which was
obj savepackage package="ASC_Floor" file="ASC_Floor.upk"

Is it possible to extract the sound files from the .upk files?
C:\Program Files (x86)\Steam\SteamApps\common\unreal tournament 3\UTGame\CookedPC\Sounds\ESN\
You need DX 9 windoze, means WinXP and "DX ripper". Then make simple map that uses meshes and textures you want, and rip it.
