Sorry for a dump question....BUt plx help

Hello,I am new here.But I started playing UT since the first gen. of UT.Nice to meet you all.

I never try to build up a dedicated server because my internet connection was suck before.

But I just upgrade my internet connection so that I can host my own dedicated server right now.I living in Hong Kong,most of the server in the server list are very high ping....I can't having fun on it...So I decide to build up my own server.

I know nothing on how to start a dedicated server.
I just download the dedicated server RAR,But I can't find any README of HOWTO,So now I can't do anything after I install that Server pack.Even how to start....

Can anyone show me a Readme or instruction on how to start it?
which exe i should use?

I read some old thread here but I can only read something on demo server,how about retail one?
